Pembina must secure easements from private property owners and public agencies in order to begin construction on the pipeline. But some landowners have vowed not to sell their easements.

The Jordan Cove Energy Project consists of the 229-mile Pacific Connector Gas Pipeline and Jordan Cove, a new liquefied natural gas terminal proposed for Coos Bay. The project was first proposed in 2005.
